COMMISSION #2: 'STRAW VOTE' PROPOSALS ON TERMS OF OFFICE

 

By the time you receive this, the general assembly will have already taken a straw vote on the earlier set of proposals - re the structure of the Gen Council, and will be preparing for a straw vote on the next set listed below:

 

(1a) The vicar of the Rector Major and the Councilors can be elected for only a second consecutive mandate, respectively in the role of Vicar of the Rector Major and in that of Councilor.  The interpretation of this proposal is as follows, "A Councilor cannot be elected for a third consecutive mandate as a Councilor, neither in another region, nor in another sector, nor in passing from a region to a sector nor from a sector to a region, but he can 
be elected as Vicar.  The Vicar of the Rector Major cannot be elected for a third consecutive mndate."  

(1b) "The Vicar of the Rector Major, the Department Councilors and the regional Councilors can be elected for only a second consecutive mandate, respectively in the role of Vicar of the Rector Major, in that of Department Councilor and that of Regional Councilor.  This proposal would allow a regional councilor to remain on the council for a third term if he were elected as a department councilor and vice-versa.

(2)The duration in office of the Rector Major. 
 
"Is it the will of the Assembly to limit the Rector Major to two periods of office?"

(3a) The election of the Economer General.  "Is it the will of the Assembly that the present procedure for the election of the Economer General be aintained?  This means that the Economer General would be elected in the same way as the previous chapter, by a vote of all the members of the Chapter.

(3b) "Is it the will of the Assembly that the Commission study a new electoral procedure, based on an open list of three names presented by 
the Rector Major?"

(4) The regions. 

"Is it the will of the Assembly that the Australia-Asia Region be divided into two parts, and consequently that the number of Regional Councilors be increased by one? "
